Cebu Condos Under ₱3 Million: Which Units Actually Qualify

A unit-by-unit check of our listing data: what ₱3 million buys in Metro Cebu, where, and what you give up.

As of 3 October 2026, our project pages list 21 condo unit types in 14 Cebu projects at a starting price of ₱3,000,000 or less — and every one of them is a studio, mostly 18 to 26 sqm. The lowest prices are in Liloan, Consolacion and Talisay City or in upland Cebu City barangays; the Mactan options sit between ₱2.4M and ₱3M. The trade-off at this budget is clear: you get a small unit, often outside the central districts, and in most cases a pre-selling project you will wait years to receive.

  • No 1-bedroom unit on our pages is listed under ₱3M. The cheapest 1-bedrooms start at ₱3.4M.
  • Most qualifying units are pre-selling. Only Brentwood Mactan is recorded as ready for occupancy; two other Mactan projects are part-finished.
  • Low monthly figures such as ₱2,499 cover part of the down payment only, and can be followed by a balloon payment and a bank or Pag-IBIG loan.
  • Our pages rarely say whether VAT, parking or “other charges” are included. Get a dated computation before treating any price as your total.

How we counted

We checked every unit type on our Cebu condominium project pages and kept those whose recorded starting price is ₱3,000,000 or less. The count is at unit level, not project level: a project advertised as “from ₱2.9M” only counts if a specific unit type is listed at or below ₱3M. We left out parking slots, sold-out projects, projects outside Cebu province, and the 59 Cebu unit types whose price is shown only as “Inquire” or “On Request”.

Three points of honesty about the result. First, La Bellezah Flats Consolacion appears on two of our pages with identical units; we counted it once. Second, Northwoods Place in Canduman, Mandaue, shows a project range beginning at ₱2.9M but no unit-level price, so it is not in the count. Third, three Mactan projects list their studios as “₱3M” or “₱3M+”, a rounded figure — the actual price list may land slightly above or below ₱3,000,000.

All figures are starting prices listed on our project pages as of 3 October 2026. They are developer list prices with no quote date; developer price lists change, so ask for a current dated computation. A “+” means the listing says “and up”. Our pages do not state whether these prices include VAT, parking or other charges, and a listed price does not mean a unit is still available.

What ₱3 million buys — and what it does not

Size: studios only

Every qualifying unit is a studio, typically 18–26 sqm. That suits one person, a couple without children, or a buyer planning to rent to a single tenant. If you need a separate bedroom, the jump is to about ₱3.4M–₱3.5M for the cheapest 1-bedrooms on our pages (Primeworld District Mactan and The Midpoint Residences at ₱3.4M; Brentwood Mactan at ₱3.5M). Compare the floor area of each studio rather than the label: an 18 sqm and a 25 sqm studio live very differently.

Location: the cheapest units are farthest from the centre

The five lowest prices are in Liloan and Consolacion, north of Mandaue, and in Talisay City, south of Cebu City. Pulangbato is an upland barangay in Cebu City’s north. Inside the three core cities, the sub-₱3M units cluster in Guadalupe and Kalunasan, along A.S. Fortuna in Banilad (Mandaue), and in Basak, Subabasbas and Maribago on Mactan. Before you compare prices, map your daily trip — to work, school or the airport — and test it at the hour you would actually travel.

Completion: most buyers will wait

Seventeen of the 21 unit types are in projects recorded as pre-selling. You pay the reservation and down payment during construction, and the unit — and any rent — comes later. For La Bellezah Flats Consolacion our page notes a target completion of 2027. Brentwood Mactan is the only project recorded as ready for occupancy; Plumera Mactan and Royal Oceancrest Mactan are recorded as part-finished, so the building your unit is in matters.

The low monthly figure is not the whole payment

Entry-level projects often advertise a single small monthly amount. Our ATO Residences page describes the structure behind it: ₱2,499 a month for 35 months, a balloon payment in month 36, and the balance through a bank (15% down, 85% loan) or Pag-IBIG (20% down, 80% loan). Here is what that can mean in pesos.

Take the 18 sqm studio at its listed ₱1,600,000 and assume bank take-out with a 15% down payment (₱240,000). If the 35 monthly payments of ₱2,499 (₱87,465 in total) count toward that down payment and no other charges apply, the balloon in month 36 would be about ₱152,535. The bank loan would then be ₱1,360,000: about ₱10,544 a month over 20 years at 7%, or ₱11,376 at 8%, before insurance and association dues.

So the real budget question is not “can I pay ₱2,499?” but “can I pay the balloon on time, and will I qualify for the loan at turnover?” The developer’s computation sheet should show each of these amounts with dates.

Charges the listed price may not cover

  • VAT. Revenue Regulations No. 1-2024 set ₱3,600,000 as the VAT-exemption ceiling for the sale of a house and lot or other residential dwelling from 1 January 2024. Every unit in this guide is listed below that figure, but ask the developer in writing whether VAT applies to your unit and whether the quoted price is VAT-inclusive.
  • Other charges. Transfer taxes, registration and title fees are often billed on top of the unit price as “other charges” or “miscellaneous fees”. Get the peso amount, and when it falls due.
  • Parking. None of these listed prices mentions a parking slot. If you need one, ask whether it is sold separately and at what price.
  • Turnover costs. Advance association dues, utility deposits and move-in fees. Our closing cost calculator gives a rough estimate.

Checks before you reserve a sub-₱3M unit

  • Ask for the project’s License to Sell number and confirm that the developer named on it matches the company on your contract. Under PD 957, projects must be registered and licensed before units are sold; DHSUD now issues these licences.
  • Confirm the exact floor area of the unit you are reserving — some listings give a range — and whether the price is for a unit with or without a balcony.
  • Get the turnover date in the contract, and ask what happens if it slips.
  • Write down every payment with its date: reservation, monthly equity, any balloon, and the balance due at turnover.
  • Decide now whether you will use a bank, Pag-IBIG or in-house financing for the balance, and check that the project accepts it. Our bank financing guide explains appraisal gaps and repricing.

Frequently asked questions

Can I buy a 1-bedroom condo in Cebu for under ₱3 million?

Not from the projects on our pages as of 3 October 2026. Every unit type listed at ₱3,000,000 or less is a studio. The lowest-listed 1-bedroom units start at ₱3.4M (Primeworld District Mactan, 28–35 sqm, and The Midpoint Residences in Mandaue, 24–33 sqm). See Cebu condos under ₱5M for that bracket.

Does a ₱2.8M listed price include VAT, parking and transfer costs?

Our project pages do not say for most units, so assume nothing is included until the developer’s computation sheet shows it. On VAT, Revenue Regulations No. 1-2024 exempts the sale of a house and lot or other residential dwelling priced at ₱3,600,000 or less (effective 1 January 2024; the threshold is adjusted every three years). Ask the developer in writing whether VAT applies to your unit, and what the “other charges” for taxes, registration and title will be. None of the prices in this guide mentions a parking slot.

Is ₱2,499 a month really all I pay for a ₱1.6M studio?

No. On ATO Residences, our project page describes ₱2,499 a month for 35 months, followed by a balloon payment in month 36, and then the balance through a bank (15% down, 85% loan) or Pag-IBIG (20% down, 80% loan). The small monthly figure covers only part of the down payment; the loan amortization comes later.

Are there ready-for-occupancy condos in Cebu under ₱3 million?

Brentwood Mactan in Basak, Lapu-Lapu City, is recorded as ready for occupancy, with studios listed from ₱2.4M on our project page as of 3 October 2026. Plumera Mactan and Royal Oceancrest Mactan are recorded as “Ready / In Progress”, which means some buildings may be finished while others are still being built — confirm which building a quoted unit is in and its turnover date.
