Only part of the infrastructure discussed for Cebu is actually in use. As of 3 October 2026, the Cebu–Cordova Link Expressway (CCLEX) is operating, the Cebu BRT runs on a short completed section, and one segment of the Metro Cebu Expressway has reopened, while the fourth Cebu–Mactan bridge, most of the BRT, the rest of the expressway and any rail line remain plans at different stages. The trade-off for buyers: a project can improve a location, but paying today for a road or station that is years away — or never built — is a risk, and better access does not guarantee higher prices.

Bridges: CCLEX, the fourth bridge and the two older crossings
Mainland Cebu and Mactan Island are linked by three crossings today. The Sergio Osmeña Jr. Bridge (often called the Mactan–Mandaue or first bridge) and the Marcelo Fernan Bridge (the second bridge) both connect Mandaue City with Lapu-Lapu City. CCLEX, the third crossing, opened in 2022 and runs much further south, from the South Road Properties (SRP) in Cebu City to Cordova. It is a toll road, so the cost of using it daily belongs in any commuting budget for Cordova or southern Mactan.
The fourth Cebu–Mactan bridge is a separate, government-funded project. When the Japanese loan was signed in June 2020, the Department of Finance described a 3.3-km, four-lane bridge with a 4.9-km coastal road, with completion then targeted for 2029. In 2026 the project was still dealing with right-of-way and relocation, and in August 2026 DPWH Region 7 adopted an alignment for a Lapu-Lapu coastal road connection that had not yet secured financing. We found no official notice that main civil works had started by 3 October 2026.
Ask DPWH Region 7 or the city for the current alignment map. A property next to a future ramp may gain access, but it can also face years of construction, traffic diversions or, if it sits inside the right-of-way, acquisition. An alignment discussed at a meeting is not the same as a final design.
Cebu BRT: running, but much shorter than planned
The Cebu Bus Rapid Transit was approved for World Bank financing in 2014. Initial operations began on 13 March 2026 on the only completed civil-works package: a 2.38-km dedicated section from the Cebu South Bus Terminal on N. Bacalso Avenue to Osmeña Boulevard near the Capitol, with three stations. Interim buses carry passengers from Il Corso at SRP to Cebu IT Park, using ordinary roads outside the dedicated section, and the city government announced free rides at set morning and evening hours for a limited period.
The original design was far larger: DOTr described a 35-km system with a 17-km trunk, 22 stations and feeder routes, expected to serve up to 169,000 passengers a day, with full operations moved to 2028. In mid-2026 the World Bank loan was restructured before its 30 September 2026 closing date, and the remaining trunk lanes along N. Bacalso Avenue and from the Capitol to IT Park, the terminals and the Talamban and Talisay feeders were removed from its financing. Until a new funding route is approved, treat stations outside Package 1 as proposed.
Expressways and coastal roads
The Metro Cebu Expressway is planned as a roughly 74-km road from Naga in the south to Danao in the north, bypassing the congested coastal highways. Only Segment 3A, a 4.55-km stretch in Naga City that DPWH began in 2018, has been built; a landslide in October 2023 damaged it, and it returned to partial service in June 2026 with slope protection still under way. The remaining segments have no construction schedule that we could confirm.
The Cebu South Coastal Road already runs through SRP and crosses into Talisay. We could not confirm an approved, funded extension further south to Minglanilla or Naga from DPWH sources, so we treat that idea as a proposal. If you are buying in Talisay or Minglanilla, judge the location on the roads that exist today.
Airport and rail
Mactan-Cebu International Airport is operated by Aboitiz InfraCapital, which reported 11.6 million passengers in 2025, up from 11.3 million in 2024. Airport traffic supports demand for hotels, short-stay units and airport-area jobs, but proximity also brings flight-path noise and congestion near the bridges; our guide to condos near the airport covers those trade-offs.
Rail is the furthest away. In February 2026 the Transportation Secretary said DOTr hoped to begin a feasibility study by October 2026 for a 67.5-km Danao–Carcar line with an airport spur. Earlier light-rail and monorail ideas for Cebu have not reached approval. No station locations are fixed, so any claim that a property is “near the future train” cannot be checked.
Does infrastructure raise property prices?
Better access can widen the pool of buyers and tenants for a location, but the effect is uneven and often priced in early. The only official price series for the metro, the BSP’s Residential Property Price Index, showed Metro Cebu prices for all housing types up 11.5% year on year in the second quarter of 2025, up 9.4% in the first quarter of 2026, and down 0.2% in the second quarter of 2026 — even with CCLEX in operation and BRT starting. The index covers bank-financed housing and does not isolate the effect of any single project. We are not aware of a published study measuring how much CCLEX changed prices in Cordova, so we do not quote a figure.
Two similar units: Unit A at ₱4,000,000 away from a planned station, and Unit B at ₱4,400,000 next to it. The ₱400,000 premium is the price of the expected benefit. If the station opens four years later than expected and you could otherwise have earned 6% a year on that ₱400,000, the foregone return is about ₱104,990 (₱400,000 × (1.06⁴ − 1)). If the station is never built, the premium may not be recoverable at all.
How to weigh a project in your purchase
- Find the project’s current status from the implementing agency (DPWH, DOTr, the World Bank or JICA project pages, or the city), not from a sales brochure.
- Locate the actual ramp, toll plaza or station, not just the corridor name, and check the route from the specific building.
- Ask whether the property lies inside or beside a proposed right-of-way.
- Budget tolls and parking if your daily route depends on CCLEX or a future expressway.
- Compare the asking price with similar units away from the project, so you know how much of the benefit you are already paying for.
- Make sure the purchase still works if the project is several years late.

The “fourth bridge” is a separate DPWH project between Mandaue and Lapu-Lapu, financed mainly by a Japanese government loan signed in 2020, which had not been completed as of 3 October 2026.

In 2026 the project was still in right-of-way and alignment work, and the Lapu-Lapu coastal road connection had not yet secured financing. Treat any specific opening year as a target, not a schedule.
Will property near a new bridge or station go up in value?
It might, but it is not assured and part of any expected benefit is often already in the asking price. Metro Cebu’s residential price index fell 0.2% year on year in the second quarter of 2026 even with CCLEX open and BRT starting. Compare the price you are asked to pay against similar units away from the project, and assume the project could be years late.
