Panglao Island can work for a holiday-rental purchase, but the case is narrower than it is often made to sound. Bohol recorded 1,427,362 tourist arrivals in 2025, up 4.18% on 2024, with foreign arrivals growing while domestic arrivals fell, and the island’s airport passed to a private operator in June 2025 with an upgrade plan. Against that, growth was modest, the figures are province-wide, the best-known short-stay statistics describe only the top tenth of listings, and the three Panglao Island projects we list are all in Dauis, not in Panglao municipality. Buy on conservative rental assumptions, not on top-performer numbers.

Dauis or Panglao: where the projects actually are
Panglao Island is made up of two municipalities. Dauis lies on the side nearest Tagbilaran City, where bridges link the island to mainland Bohol; Panglao municipality includes the airport in Barangay Tawala. Marketing often uses “Panglao” for the whole island, which is accurate for the island but not for the municipality — and the municipality determines who issues your permits and sets local taxes.
All three Panglao Island projects on our site are in Dauis: Costa Mira Beachtown Panglao in Barangay Totolan, Royal Oceancrest Panglao 2 in Barangay Dao, and Royal Palms Bohol in Barangay Biking. Cebu Landmasters’ own vicinity list for Costa Mira gives distances of 2.3 to 4.8 km to Tagbilaran establishments such as Alturas Mall and Island City Mall, which shows how close that site is to the city side of the island.
The airport: what has changed since it was “brand-new”
Bohol–Panglao International Airport opened in November 2018, replacing Tagbilaran Airport in the city centre, with a terminal designed for about two million passengers a year. On 16 June 2025 the government turned over its operation and management to Aboitiz InfraCapital, which also runs Mactan–Cebu International Airport, under a 30-year concession that includes a ₱4.53-billion upgrade plan. Despite the name, the airport’s official classification as listed on Wikipedia is a principal domestic airport, so check current airline schedules for the international routes that matter to your guests. In February 2026 the provincial tourism office said charter flights from Japan were expected to begin in May.
For an owner, the practical points are reliability of access and the direction of travel: guests flying in land on the Panglao side of the island, while Dauis projects are closer to Tagbilaran’s malls, hospitals and seaport.

Two details matter for a Panglao Island owner. First, the totals cover the whole province. Second, the tourism office reported that the Chocolate Hills complex remained the most-visited site and that Quinale Beach ranked second, as the province works to spread tourism beyond Panglao Island. More arrivals do not automatically mean more nights in Panglao Island rentals, and new supply competes for the same guests.
Why “top 10%” Airbnb figures are not a forecast
An earlier version of this article quoted a third-party analysis claiming the top 10% of Panglao listings reached 73% occupancy and about ₱107,000 a month. We removed it: we could not re-verify the figure or its period, and even if accurate it describes the best-performing tenth of listings — by definition, nine in ten did worse. Those top performers are often detached villas or beach-adjacent units with professional management, which may not resemble a studio in a mid-rise building.
A more useful approach is to see how sensitive the result is to your assumptions.
A buyer pays ₱3,900,000 for a studio, plus 6% for taxes, fees and other charges (₱234,000) and ₱350,000 to furnish it: a total acquisition cost of ₱4,484,000. The unit earns an assumed average of ₱2,200 per booked night. Variable costs (management, platform host fees, cleaning, supplies) are 30% of revenue, and fixed costs (association dues, utilities, internet, insurance, real property tax) are ₱7,500 a month.

Nights are 365 × occupancy (rounded in the table; revenue uses unrounded nights). Yields are before income tax and financing. A pre-selling unit earns nothing until turnover, often years after you start paying equity, and vacant months, repairs and replacement furniture are not included.
The gap between the low and high scenarios — net operating income of about ₱107,000 versus ₱275,000 a year — is larger than the effect of most differences between projects. If the low case does not work for you, the purchase is a holiday home with some rental income, not an investment property, and should be priced that way.

Beach status: what we could and could not confirm
- Costa Mira Beachtown Panglao: Cebu Landmasters calls it a “tropical beachtown community”, but its published amenity list does not include a beach, and we did not find the 220-metre beach frontage quoted on our project page in CLI’s own materials. Treat direct beach frontage as unconfirmed until you see the site development plan.
- Royal Oceancrest Panglao 2: PrimaryHomes describes Panglao Island’s beaches in general terms and does not claim beachfront for the project; treat it as resort-style. Its developer page, accessed on 5 October 2026, still showed an estimated completion date of 26 March 2026 at 48% complete, so ask for the current schedule.
- Royal Palms Bohol: a house-and-lot subdivision; the developer does not claim beach frontage.
Checks before you buy on Panglao Island
- Confirm the municipality and barangay on the contract to sell and the license to sell, and verify the LTS with DHSUD.
- Get the building’s short-stay rules in writing: whether daily rentals are allowed, any minimum stay, guest registration and fees.
- Ask who would manage the unit while you are away, on what fee basis, and whether the developer runs a rental programme.
- Ask for the association-dues rate per square metre and the realistic turnover date for pre-selling units.

Is Dauis part of Panglao?
Dauis is on Panglao Island but is a separate municipality from Panglao. The island is made up of the two municipalities, Dauis and Panglao. Bohol–Panglao International Airport is in Barangay Tawala, Panglao. The three Panglao Island projects on our site — Costa Mira Beachtown Panglao, Royal Oceancrest Panglao 2 and Royal Palms Bohol — are all in Dauis.
How many tourists visit Bohol?

What occupancy can a Panglao short-stay rental achieve?
There is no reliable typical figure to quote. Published rankings of the best-performing listings describe the top tenth of the market, not an ordinary unit. Results depend on the unit, the building’s rules, the management and the season, so build your own low, middle and high scenarios and check that the low one is still affordable.
Can a foreigner buy property on Panglao Island?
A foreign national can generally buy a condominium unit as long as foreign ownership in the project stays within the legal limit, but cannot own land, which rules out a house and lot such as Royal Palms Bohol.
