Manila or Cebu for an OFW Condo? What the 2026 Price Data Actually Shows

The BSP now publishes price indices for Metro Cebu and Metro Manila on the same basis. Here is what they show, what they cannot show, and how to choose.

There is no evidence that OFWs in general are “skipping Manila”, and the latest official data do not show Cebu prices outpacing Manila’s. In the Bangko Sentral ng Pilipinas’ Residential Property Price Index for the second quarter of 2026, prices rose 5.2% year on year in the National Capital Region and slipped 0.2% in Metro Cebu; a year earlier the order was reversed. The useful question for an OFW is not which city is “winning” but which specific unit fits your plans — where you will live, who will manage the property, and whether the numbers work at today’s listed prices. Each market has trade-offs: Metro Manila has a large stock of unsold finished condos, which can help a buyer negotiate but adds competition for landlords; Cebu is a smaller market whose index has swung sharply from year to year.

Key points

  • BSP Q2 2026: Philippines +0.4% year on year, NCR +5.2%, areas outside NCR −2.7%, Metro Cebu −0.2%.
  • Condominium prices rose year on year in both NCR (+7.4%) and areas outside NCR (+3.4%); house prices fell in both.
  • Past index changes are not a forecast. Quarterly readings for a single area can reverse within a year.
  • Compare specific units on total cost, size, rental demand you can verify and management — not city-wide averages.

What the official price index shows

The BSP’s Residential Property Price Index (RPPI) is compiled from the residential real estate loans that banks report to the BSP, so it reflects homes bought with bank financing. The Q2 2026 report breaks out Metro Cebu — the cities of Cebu, Mandaue, Lapu-Lapu, Talisay, Naga, Carcar and Danao and the municipalities of Cordova, Consolacion, Liloan, Compostela, Minglanilla and San Fernando — alongside NCR, which makes a like-for-like comparison possible.

Three things to take from these tables. First, the claim in the earlier version of this article — Manila “declining” while Cebu grew — does not match the BSP’s latest readings. Second, the Metro Cebu figure moved from +11.5% to −0.2% in a year, which shows how much a single area’s index can swing. Third, condominiums and houses have been moving differently, so an all-property index is a weak guide to a condo decision.

What the index cannot tell you

  • It is not a forecast. A rise or fall last year says little about the price you could sell for in five or ten years.
  • It reflects bank-financed purchases. In Q2 2026, 79.6% of the loans behind the index financed new units. Cash purchases and developer in-house financing are not what it measures.
  • It is an average across very different products. A studio near offices and a large unit in a resort-style development can move in opposite directions in the same city.
  • It says nothing about rent or vacancy. For a rental decision you need evidence of actual rents and occupancy for comparable units in the building or district.

The Metro Manila inventory question

Research firms, including Colliers Philippines, have reported a large stock of unsold ready-for-occupancy condominiums and elevated vacancy in Metro Manila during 2025 and 2026. We have not quoted a unit count because we could not open the underlying report directly, and the figures change each quarter.

What a high inventory means depends on your role. As a buyer of a finished unit, it can mean more choice and more room to negotiate price or terms. As a landlord, it can mean more competition for tenants in the same district. Either way, inventory is district-specific — look at the building and its immediate competitors, not the city-wide total.

Infrastructure: check the status, not the brochure

Road, rail and airport projects can change a location’s convenience, but they also slip. The planned 74-km Metro Cebu Expressway is an example: news reports in January 2026 said the DPWH had set a mid-2026 target to finish a 4.55-km segment in Naga City that began in 2018 and was damaged in 2023, and we could not confirm it had opened by 3 October 2026. Before paying for “future access”, check the implementing agency’s latest statement on the project’s status and timeline, and value the property on what exists today.

How an OFW should actually compare Manila and Cebu

QuestionWhy it matters more than the city average
Where will you live, retire or visit?A unit you will use is worth more to you near your family and plans, whatever the index does.
Who will manage the unit while you are abroad?A reliable representative close to the property often matters more than a few points of price growth.
What is the total cost per square metre?Compare listed price plus VAT, parking and other charges, divided by floor area, for the specific units you are considering.
What rent can you prove?Use actual rents and vacancy for comparable units nearby, then calculate net yield after dues, tax and vacancy.
How much competing supply is nearby?Unsold or new units in the same district affect both resale and rental prospects.
Does the payment plan fit your remittance?Check the equity phase and the larger loan payment at turnover, at a higher interest rate than today’s.

If Cebu is where your plans point, our Cebu condo guide for OFWs covers the main districts, and the remote-purchase checklist covers how to buy from abroad. If you are still deciding whether to buy at all, start with the OFW property decision guide.

Frequently asked questions

Are Cebu property prices rising faster than Manila’s?

Not in the latest official data. In the BSP’s Residential Property Price Index for the second quarter of 2026, prices rose 5.2% year on year in the National Capital Region and fell 0.2% in Metro Cebu. A year earlier the pattern was reversed (Metro Cebu +11.5%, NCR +2.4%). Quarterly figures swing, so no single reading settles which market is “better”.

Does the BSP index show condo prices in Cebu specifically?

Not separately. The Q2 2026 report breaks Metro Cebu out as an area, and splits condominiums and houses for NCR and for all areas outside NCR combined. Condo prices rose 7.4% year on year in NCR and 3.4% in areas outside NCR. There is no published Metro Cebu condo-only figure in that report.

Is Metro Manila oversupplied?

Research firms, including Colliers, have reported a large stock of unsold ready-for-occupancy condominiums and high vacancy in Metro Manila during 2025–2026. For a buyer that can mean more choice and room to negotiate on finished units; for a landlord it can mean more competition for tenants. Check the latest figures and the specific district rather than relying on a city-wide headline.

Which city is better for an OFW?

The one that fits your plans. If you will live, retire or have family in Cebu, or have someone there to manage a unit, Cebu may suit you better; the same logic applies to Manila. Compare specific projects on price per square metre, total cost, rental demand you can verify and who will manage the unit — not city-wide averages.

Compare specific units, not city averages

Tell us your budget and whether the unit is for your own use, family or rental. We will send a shortlist of Cebu projects with listed prices, sizes and a dated computation, so you can compare them with any Manila unit you are considering on the same terms.
