Mactan Beachfront Condos: Which Projects Are Actually on the Beach

Direct beachfront, beach access through a resort or township, sea-view and inland resort-style projects are different purchases. Here is how to tell them apart.

Only a few Mactan condo projects have direct beach frontage documented by their developers or in reporting on them: Costa Mira Beachtown Mactan in Suba-Basbas, Tambuli Seaside Living in Maribago, and Aruga Mactan and The Residences at Sheraton Cebu Mactan Resort in Punta Engaño. Many other projects use “beach” or “seaside” in their marketing but sit near the coast, rely on a township or resort beach, or offer pools rather than shoreline. The trade-off is price: on our project pages, the four beachfront projects start at ₱6.5M to ₱19M, while near-beach and inland resort-style projects start lower but leave you dependent on someone else’s beach.

Four kinds of “beach” in Mactan condo marketing

Projects with developer-documented beach frontage

These four meet type (a) on the evidence we could check. Prices are the lowest listed starting prices on our project pages as of 3 October 2026; developer price lists change, so ask for a current dated computation. None of these figures tells you whether a unit is still available.

Our Costa Mira and Tambuli pages quote 160 m and 200 m of beach respectively; we found the 200 m figure for Tambuli in press reporting but have not found a frontage length in CLI’s own published Costa Mira materials, so ask for it on the site plan.

Near the coast, or beach through a township

These projects are worth considering, but they are not type (a). Their developers describe them as near the beach, or the beach belongs to the wider estate.

Further inland, projects such as Royal Oceancrest Mactan in Basak (studios listed from ₱3M on our page as of 3 October 2026) offer pools and landscaped grounds but no shoreline: type (d). Our Mactan condominiums guide groups these by area.

What “private beach” actually means

Article 420 of the Civil Code lists shores among property of public dominion, and Article 51 of the Water Code subjects the shores of the sea to an easement of public use — three metres in urban areas — for recreation, navigation, floatage, fishing and salvage. In practice, a beachfront project controls the land route to its stretch of shore and reserves its beach furniture, cabanas and facilities for residents, but it cannot own the shore itself. Before you pay a premium for frontage, ask:

  • Does the site development plan show the property line, the shoreline and any seawall or setback?
  • Is the beach area a common area in the master deed, and who pays to maintain it?
  • Does the project hold a foreshore lease or other permit for structures near the water?
  • What do the hazard maps show for storm surge and flooding at that address? HazardHunterPH (GeoRiskPH) gives a free site report.

Short-stay rentals: what can and cannot be said

An earlier version of this page claimed 65–75% Airbnb occupancy, ₱4,000–₱8,000 nightly rates and 8–10% yearly appreciation for Mactan beachfront units. We could not find a dated, verifiable source for any of those figures, so we removed them. What you can check is structural:

  • Building rules: whether daily or weekly stays are allowed is set by the master deed, declaration of restrictions and house rules. Some resort projects run their own leasing programme with a revenue share; others restrict short stays.
  • Costs: beachfront and resort projects tend to carry larger amenity areas to maintain. Ask for the current association-dues rate per square metre and what it covers.
  • Your own numbers: build income scenarios with stated occupancy and rate assumptions, then subtract dues, management, utilities, furnishing and taxes. Our rental yield guide shows the method.

Airport and city access

Mactan–Cebu International Airport is on Mactan Island, so none of these projects needs a bridge crossing to reach it. They sit at different ends of the island, though: Costa Mira is on the southern coast (CLI’s own description), Tambuli is in Maribago on the east coast, and Aruga and Sheraton are on the Punta Engaño peninsula in the north-east. Travel-time claims vary widely — CLI’s own Tower 3 presentation states 29 minutes from Costa Mira to the airport, while resale listings quote shorter times — and none states a method or time of day. Drive the route at the hour you would actually travel. For Cebu City, compare the Mactan Channel bridges with the Cebu–Cordova Link Expressway (CCLEX), which lands in Cordova at the southern end of the island.

Before you reserve a beachfront unit

  1. Confirm the developer and the license to sell. Note the LTS or temporary LTS number on the developer’s material (Costa Mira Tower 3 shows TLTS No. 062; Balai Punta Engaño shows LS-R07-21-106) and check it with DHSUD.
  2. Read the site plan, not the render. Locate your tower relative to the shore; units facing inland are priced and experienced differently.
  3. Get the short-stay and leasing rules in writing.
  4. Ask for a dated computation showing the total contract price, parking, VAT treatment and other charges, and the balance due at turnover.

Frequently asked questions

Can a Mactan condo have a truly private beach?

Not in the full sense. Under the Civil Code, shores are property of public dominion, and the Water Code places a public-use easement on the shore zone (three metres in urban areas). When a developer says “private beach”, it usually means the project controls the land access to its stretch of shore and reserves its beach facilities for residents. Ask how the beach area is described in the master deed and whether any foreshore lease applies.

Which Mactan condos are directly on the beach?

Among the projects on our site, the developers’ own materials or reporting on them show direct frontage for Costa Mira Beachtown Mactan (Cebu Landmasters, Brgy. Suba-Basbas), Tambuli Seaside Living (Tytans Properties, Maribago), Aruga Mactan (Rockwell, Punta Engaño) and The Residences at Sheraton Cebu Mactan Resort (AppleOne Mactan, Punta Engaño). Others, such as Balai Punta Engaño and Vertex Coast, are described by their developers as near the beach, not on it.

How much does a beachfront condo in Mactan cost?

As of 3 October 2026, the lowest listed starting prices on our project pages for the four beachfront projects are ₱6.5M (Costa Mira Mactan Tower 3 studio), ₱7.57M (Tambuli studio), ₱18M (Aruga one-bedroom) and ₱19M (Sheraton Residences one-bedroom). These are developer list prices that change; they do not show availability and usually exclude parking and some charges. Ask for a dated computation.

Can I rent out a Mactan beachfront unit for short stays?

It depends on the building. Short-stay rules are set by each project’s master deed, declaration of restrictions and house rules, and some resort projects run their own leasing programmes. Get the rules in writing before you reserve, and model income with your own assumptions — we do not publish occupancy or nightly-rate figures for Mactan without a dated, sourced data set.
